Portland Housing Development Corporation

Portland Housing Development Corporation (PHDC), the real estate development arm of the Portland Housing Authority, creates and preserves affordable housing in Portland in locations that are near services, recreation, schools and public transit. Through dozens of relationships with partner organizations and by engaging our current residents and the area neighbors in the planning process, PHDC creates communities that are affordable, environmentally responsible and strive to empower residents and bring people together as a community through integrated support services. Current Projects

Riverton Park



The Riverton Park Redevelopment & Rehabilitation project aims to comprehensively transform this community with the creation of a new 4-story building and the renovation of 20 existing townhome buildings. The project is poised to enrich community spirit with greater resident services, including a new Greater Portland Health clinic, PHA Study Center, Head Start childcare facility, and a full-time Resident Service Coordinator. Upon completion, Riverton Park will provide 182 beautiful, affordable and energy-efficient homes, ranging from studios to six-bedroom apartments.

Modernization of the 50+ year-old Harbor Terrace building will allow PHA to continue to provide high-quality, energy efficient affordable apartments for 120 senior households for the next 50+ years. Rehabilitation work includes updated insulation and windows, energy-efficient heating and cooling units, refreshed unit finishes, accessibility conversions, new resident amenities like a craft and exercise room, and an improved pedestrian plaza and landscaping in front of the building.

COMB Block



PHA is beginning a 3-phase transformation of the COMB Block, which currently consists of four aging buildings with significant physical needs. Following demolition and site clean up, redevelopment will add a 55-unit Phase 1 building; the 7-story, 92-unit Cumberland Housing building for older adults; and 27 units at the family-oriented, townhome-style Mayo Housing. Residents will share access to a landscaped interior courtyard. In total, redevelopment will contribute 173 high-quality, affordable homes to the East Bayside neighborhood.

Sagamore Village



Sagamore Village is a historic former shipbuilder’s neighborhood, and the first development owned and operated by PHA. Ongoing renovations will restore original historic exteriors, improve site drainage and mechanical and plumbing systems, remove hazardous materials, and update interior finishes. After renovations, Sagamore Village will continue to offer 200 affordable homes with sizes ranging from 1- to 4-bedroom apartments.

Franklin Towers



PHA will revitalize and renovate Franklin Towers, a landmark community of 200 affordable apartments in the heart of Portland. The planned renovation will beautify apartment interiors, replace windows, add AC into all units, upgrade building systems, modernize common areas, and enhance quality of life for residents.
